Certified Payroll Specialist

Job Summary

We are seeking a detail-oriented Certified Payroll Specialist to support payroll operations and ensure full compliance with prevailing wage and certified payroll requirements. The ideal candidate will have experience processing payroll for construction or public works projects, preparing certified payroll reports, and maintaining accurate employee and project records.

Key Responsibilities

  • Process weekly and bi-weekly payroll accurately and on time.
  • Prepare and submit certified payroll reports for public works projects.
  • Review employee timecards, wage classifications, prevailing wage rates, fringe benefits, and deductions.
  • Ensure compliance with California prevailing wage laws, DIR requirements, and Davis-Bacon regulations.
  • Maintain payroll records and supporting documentation for audits and compliance reviews.
  • Reconcile payroll discrepancies and resolve payroll-related issues.
  • Work closely with project managers, human resources, and accounting teams regarding labor compliance and payroll reporting.
  • Respond to employee questions related to payroll, earnings, deductions, and tax withholdings.
  • Assist with payroll tax reporting, year-end processing, and W-2 preparation.
  • Support internal and external audits as needed.

Qualifications

  • 2+ years of certified payroll, payroll administration, or related experience.
  • Knowledge of prevailing wage laws, certified payroll reporting, and labor compliance requirements.
  • Experience with payroll software such as Viewpoint, Foundation, ADP, Paychex, UKG, Workday, or similar systems.
  • Proficient in Microsoft Excel and Microsoft Office Suite.
  • Strong organizational skills with exceptional attention to detail.
  • Ability to manage multiple priorities and meet strict deadlines.
  • Strong communication and problem-solving abilities.

Preferred Qualifications

  • Experience in construction, public works, or union payroll environments.
  • Familiarity with California Department of Industrial Relations (DIR) reporting.
  • Certified Payroll Professional (CPP) certification is a plus.
